The Owner of the property must pay for this inspector who will oversee parts of your project.  This professional will also provide you with a "Final Certification".  Typically, these scopes have to do with the Structural Systems such as making sure the trusses are installed correctly or that there is sufficient reinforcing steel in a column.  

The Difference Between a Threshold and Special Inspector

There is only one big difference between these two types of inspectors. A Threshold Inspector is required for large buildings. Threshold inspectors are Licensed Professional Engineers that have proven years of experience in both design and inspections.
